DHEC: Patient had TB before

The "index patient" at the center of the Ninety Six tuberculosis outbreak was exposed to the germ before coming to work at Ninety Six Primary School and was not tested for TB when first hired, alleges the leader of the state Department of Health and Environmental Control .
